Vector of moving (moving, creation of object's copy) («K»)

After activation of a mode it is necessary to specify two points (the beginning and the end of a vector of moving).

If at moving the cursor in area of capture there is the existing point of any object already existing on a map, the cursor  "will be pulled" to it (the image of the cursor will change).
