Preparation of the Cadastral plan map |
The preparation of the Cadastral Plan Map involves plotting the original cadastral objects and the results of cadastral works on the map. The Cadastral Plan Map must be created according to the survey.rsc classifier of the current version. To plot the results of the cadastral works, objects from the Land survey plan layer specified in the table are used.
The composition of cadastral objects to be mapped for various types of cadastral works is presented below.
1. As a result of the division of one original (modified) land plot, one or several land plots are formed simultaneously: — created plot (NEWLAND) — to describe the boundaries of the created plots; — clarified plot (ADJLAND) — if as a result of the division, the original plot is retained within modified boundaries; — original plot (INLAND) — to describe the original boundaries of the clarified plot.
2. As a result of the allocation in account of a share (shares) in common ownership or other transformations in accordance with the legislation of the Russian Federation, where the original land plot is retained within modified boundaries, one or several land plots are formed simultaneously: — created plot (NEWLAND) — to describe the boundaries of the created plots; — modified plot (MODLAND) — if as a result of the division, the original plot is retained within modified boundaries by excluding some external contours that are included in the composition of the created plot.
3. As a result of the redistribution of several original land plots, several land plots are formed: — created plot (NEWLAND) — to describe the boundaries of the created plots; — redistributed part of the plot (INPART) — to describe the redistributed parts of the created plots, information about which is included in the section on information about created land plots through redistribution.
4. As a result of the redistribution of a land plot and lands, a land plot is formed: — created plot (NEWLAND) — to describe the boundaries of the created plots; — redistributed part of the plot (INPART) — to describe the redistributed parts of the created plots and parts of lands, information about which is included in the section on information about created land plots.
5. As a result of the transformation of a land plot (land plots), one or more land plots are simultaneously created, and as a result of such cadastral works, the location of the boundaries of adjacent land plots is clarified, including in connection with the correction of an error in the location of the boundaries: — created plot (NEWLAND) — to describe the boundaries of the created plots; — clarified plot (ADJLAND) — if as a result of cadastral works the location of the boundaries of the adjacent land plot has been clarified; — original plot (INLAND) — to describe the original boundaries of the adjacent land plot; — redistributed part of the plot (INPART) — to describe the redistributed parts of the created plots, information about which is included in the section on information about created land plots.
6. As a result of cadastral works, the location of the boundaries of a land plot is clarified, including for the purpose of correcting a registry error in describing the location of its boundaries: — clarified plot (ADJLAND) — to describe the clarified boundaries of the plot; — created plot (NEWLAND) — if as a result of cadastral works a new outline of the clarified land plot has been identified; — original plot (INLAND) — to describe the original boundaries of the clarified land plot.
7. Simultaneously, the location of the boundaries of several adjacent land plots is clarified, including in connection with correcting an error in the location of their boundaries: — clarified plot (ADJLAND) — to describe the clarified boundaries of adjacent plots; — created plot (NEWLAND) — if as a result of cadastral works a new outline of the clarified land plot has been identified; — original plot (INLAND) — to describe the original boundaries of the clarified adjacent land plots.
8. At the same time as clarifying the description of the location of boundaries and/or changing the area of a land plot, the description of the location of boundaries and area of an adjacent and/or non-adjacent land plot (adjacent and/or non-adjacent land plots) is also clarified and/or changed, including in cases established by part 2.1 of Article 43 of Federal Law No. 218-FZ: — clarified plot (ADJLAND) — to describe the clarified boundaries of adjacent plots; — created plot (NEWLAND) — if as a result of cadastral works a new outline of the clarified land plot has been identified; — original plot (INLAND) — to describe the original boundaries of the clarified adjacent land plots.
Note: When adding a new outline (NEWLAND) to the clarified land plot (ADJLAND), its semantics KADNUM, PART_NUMB, and MARKING must be filled out. The MARKING semantics must contain the same value as PART_NUMB.
9. Simultaneously, a land plot (land plots) and parts of a land plot (land plots) are created, or simultaneously with the creation of land plots, the location of existing parts of original land plots is clarified: — created plot (NEWLAND) — to describe the boundaries of the created plots; — created part of the plot (NEWPART) — if as a result of cadastral works a new part of the land plot has been created; — part of the plot (PART) — if as a result of cadastral works the location of an existing part of the land plot has been clarified.
10. Simultaneously, several parts of one land plot are created: — created part of the plot (NEWPART).
11. Simultaneously, the description of the location of the boundaries of a land plot is clarified, and the location of the boundaries of parts of a land plot is also clarified, or a part (parts) of a land plot is created: — clarified plot (ADJLAND) — to describe the clarified boundaries of the plot; — part of the plot (PART) — if as a result of cadastral works the location of an existing part of the land plot has been clarified; — created part of the plot (NEWPART) — if as a result of cadastral works a new part of the land plot has been created.
All original, modified, and clarified land plots must have the semantics of Cadastral Number (KADNUM) filled in. All newly created land plots must have the semantics of Designation (MARKING) filled in. All existing parts of a land plot must have the semantics of Accounting Number (PART_NUMB) filled in. All newly created parts of a land plot must have the semantics of Designation (MARKING) filled in.
Land plots and parts of land plots can consist of one or more external boundaries. Each external boundary is represented as a separate map object. The type of object for delineating the boundary is chosen based on the type of cadastral work. For newly created boundaries of clarified land plots, the type "Created Plot" must be used.
Land plots consisting of multiple external boundaries must be combined into a set of objects (multi-boundary object or unified land use). For each external boundary of a land plot, the semantics of Accounting Number (PART_NUMB) must be filled in. For each external boundary of a part of the plot, the semantics of Part Object Number (PART_NUMB1) must be filled in.
For all land plots, the semantics of Type of Land Plot (PARCELS) must be filled in, including the following options: — land use — for single-boundary land plots; — unified land use (ULU) — for the main object of the ULU set; — separate plot — for one of the subordinate objects of the ULU set (the external boundary corresponding to the main object of the ULU set is always considered a separate plot); — conditional plot — for one of the subordinate objects of the ULU set; — multi-boundary plot (MBP) — for all objects of the MBP set.
For redistributed parts of plots, the following semantics must be filled in: — cadastral number of the original land plot (KADNUM_L); — area of the original plot (AREAINLAND); — designation (MARKING); — area according to the document (AREADOC) — value of the area of the part.
Attention! To avoid errors in establishing the composition of adjacent clarified land plots, for cadastral work options 5, 6, 7, 8, 11, only those cadastral objects that are subject to cadastral work should be present on the Cadastral Plan Map. The inclusion of unnecessary land plots adjacent to the object of cadastral work will lead to their inclusion in the composition of adjacent land plots.
An important stage in preparing the Cadastral Plan Map is marking characteristic points of the boundaries of cadastral objects. The mode Creation of titles of rotary points of object is intended for this purpose. |
