Convert Unicode to character text

It is made if the map with the labels encoded in Unicode created in versions 10 and above will be used in earlier versions.

Unicode encoding for map labels is supported by software of version 10 and above.

If at creating labels in a software version 10 and later the labels were encoded in Unicode (in the dialog of text input was appropriate option), then these labels may not appear properly on screen in version 9 and below.
