Loading data from XML file

The task is intended for loading data from a cadastre of the realty.  

The program processes files of a realty cadastre XML, satisfying the requirements:  

- version of structure - 1.0;

- coding - UTF-8;  

- version of the scheme - 26.  

During an execution of a mode on a map the following objects can be created:  

- cadastral quarter; (polygon object) with a set of semantic characteristics;  

- border of cadastral quarter; (edges, linear objects) with a set of semantic characteristics;  

- a plot (polygon object) with a set of semantic characteristics;  

- border of a plot (edges, linear objects) with a set of semantic characteristics;  

- parts of a plot (polygon object) with a set of semantic characteristics;  

- border of parts of a plot (edges, linear objects) with a set of semantic characteristics;  

- rotary points with a set of semantic characteristics.
