Setup of parametres

Initial parametres for Program performance are:

-path to an initial (working) folder;

-path of placing a map - scheme;

-periodicity of performance of scanning a working folder;

-names of folders for distribution of spatial data.

Initial (working) folder - a folder of temporary server storehouse.
